LAAZ LITHGOWAfter the untimely death of his father, Laaz found himself alone and living on the streets. To make money, he used his investigative skills to perform odd jobs for the mobsters in Cidade's red-light district.
Within a year, Heliodor's prefect Jetta took notice of his expertise and welcomed him into her home. She sheltered him, fed him, and paid off the rest of his education expenses. Because of this, they consider each other adoptive family members. Laaz currently works as a detective for Cidade's police force. Although he ranks as a Lieutenant, he sits quite low on the force's social ladder. He is a notably kind, humble, and amiable man, though he is a bit shy and insecure around some people. He's highly devoted to his work and his will to please is infinite. |
Zusa Kobor
Zusa is faithful, feisty, and excitable. He is Laaz's work partner and best friend, and he is highly loyal to him. Whatever work Laaz doesn't want to deal with, Zusa is there to do for him.
He originally hails from the prefecture of Khajel, a cold region known for its vast deserts and hospitable people.

Jetta PavoniJetta was always destined to be a prefect. From infancy she was raised by the Nitin priests of Fenestra, learning how to be a proper leader and diplomat. Even though she was directly competing against her brother Oswald, she always treated him with fairness and generosity.
When Heliodor's previous prefect went missing and was presumed dead, Electra and the people of Heliodor chose Jetta as their next prefect. Unfortunately, this left Oswald alone and desperate for a purpose in life, which led to a grudge against his more successful and beloved sister. Jetta's interests vary wildly, as she runs both a bar and fashion studio in the heart of Heliodor's capitol, Cidade. She is well-loved by the people for her intelligence, selflessness, and humility. Some have been a bit eager to start smear campaigns against her, though... |

Naomi WOndersAfter being found abandoned as a young child, Naomi was raised by two loving women in the prefecture of Wylant. She grew fond of gardening, fashion, and especially photography, which she decided to pursue as her career.
She is married to Jetta, making her Heliodor's primeira (first lady). While they adore each other, Naomi rarely finds it in herself to be kind to others - she's colloquially referred to as "the lioness" for a reason. Many people resent or outright hate her for her antisocial, vindictive, and mean-spirited personality. It doesn't help that Jetta is often permissive of it, either. |
Vincent ValenzaConsidered a blessing by some and a scourge by others, Vincent is a conniving man who has managed to weasel his way into the lives of countless strangers. His origins are a mystery, as he had thrown out his previous identity when Jetta found him half-dead in a back alleyway.
Despite sex work being illegal in Heliodor, Vincent is allowed to work as a kept man due to a few obscure laws that most people are unaware of. Vincent is quite two-faced. He is tender and mellow towards strangers he likes in order to draw them in, but acts teasing and vaguely manipulative towards everyone else. He's merely self-absorbed and doesn't actually have any bad intentions. |

Cleopatra TeagueCleo's father, a Khajeli person, died while she was still an infant. Her mother was heartbroken, remaining single for many years before re-marrying to a Kiyon woman and having another child. Cleo quickly grew to love her little brother Theo — the two were inseparable for nearly a decade, until Cleo began to study anesthesiology abroad in Heliodor.
Cleo carries herself with an odd amount of humility for a medical professional. She stays out of her coworkers' ways, speaks terse, and is never even seen unless specifically called for. Cleo lives a completely different life outside of her workplace, and sheds her reserved persona for that of a socialite. She frequents parties and clubs, though she isn't much of a drinker. She goes to events alone and typically leaves them alone too. Her eccentricity and generally overwhelming personality make her a rough person to be around for many people. Due to her Khajeli heritage, she has blue blood. |

Theodore Teague
Cleo's submissive little brother. As a child, Theo had everything he wanted, but the older he got, the more he was forgotten in the midst of Cleo's immense success as a student. He never grew out of being heavily dependent on Cleo for attention and guidance, and this affected him greatly when she left.
Desperate and dependent on his sister, Theo attended a law school in Heliodor as soon as he was old enough to. Unfortunately, by that time, Cleo had already grown into a fully-fledged and independent adult, and she had forgone much of her attachment and adoration for him.
Ever since he arrived in Heliodor, he has become more shy and anxious than ever. He also resents Vincent, whom he believes is taking up all of his sister's free time and distracting her from wanting to be around him.

Oswald
The lesser-known and less-loved of the Pavoni siblings. After losing his chance at being a Prefect to his sister Jetta, Oswald's future became clouded and uncertain.
In his desperation he ran from Fenestra, abandoning his old identity and everyone he knew with it. He has not been seen since, but many suspect that he is still alive. Others swear that they've seen him travelling with mercenaries. Whatever the case is, Jetta does not seem bothered by his absence.
